Integrated Human Resource Management System

In a decision taken by Government of Punjab, NIC Punjab is entrusted to implement Human Resource Management System (HRMS) project in the state of Punjab. NIC Himachal Pradesh has developed an application known as 'Manav Sampada' which has been adopted by the GOI as a product to be implemented with minor customization to include the local level requirements. Manav Sampada deals primarily with Service Books, Leave Management, ACR, APR etc. and have standard service book Performs fixed for online entry and management.

Not only the Service book but Payroll, GPF, GIS etc. are part of proposed HRMS software implementation in Punjab. These modules will be developed locally by NIC Punjab and will be integrated with existing Manav Sampada Software developed by NIC Himachal Pradesh.

The application is being rolled out in various departments in phases and till now registration/basic details entry of 1.25 Lakh employee out of 3.5 Lakh employees have been done in respect of Service Books.


eOffice has been designed in sync with needs of modern government. It is embedded with a Knowledge Management System which can enable employees to create their own document online and submit the same for review and publication on the portal. With a single platform, the entire organization can collaborate, share documents in any format electronically. It includes eFile module which replaces paper files.

Implementation Status:

eOffice has been implemented in Punjab Technical University(PTU) Jalandhar.

It has been implemented in all districts of Punjab i.e in 22 DC Offices of Punjab State and Excise and Taxation Technical Services Agency (ETTSA) Patiala.
